Spike. Evolution, not devolution. The disconnect between Wesley in BtVS and Ats is simply too large to be believed.

This is maybe the toughest one yet. Its Spike by a hair for me.

This is the toughest one yet. I might need to go and think about it.... because Wesley is Wesley, but Spike is Spike and they both have such brilliant character development and story arcs....

I think Spike will win since I had him winning the whole thing. Wesley get my vote though and he's gotten much love so far so maybe he takes this in the end.

No brainer, Wesley by far.
Next to Cordelia he has my favorite character development; from cowardly, kiss-ass, arrogant watcher to fiercely protective, badass demon hunter and leader he was amazing to watch.
