Those were all AFTER Willow made herself one of the most magically powerful beings on the planet. When you turn yourself into a giant weapons cache expect people to come needing weaponry. And the entire reason Willow left her rehabilitation or as Dawn called it "learning how to not be evil" and returned in s7 was to help so to justify being part of the group in Sunnydale instead of still in England mere months after trying to murder everyone she had to be useful.In "Shadow," Buffy wants Willow to heal Joyce's tumour, but Tara talks her out of it. In "The Gift," Buffy tells Willow to use her newfound (and obviously dangerous) powers to take on Glory again, calling her her big gun. Prior to "Bargaining," Xander and the other Scoobies leave Willow in charge. In "Older and Far Away," Anya tries to bully Willow into undoing Halfrek's spell. In "Beneath You," Giles sends Willow back to protect the Hellmouth, even though she does not trust herself. In "Get It Done," Buffy pressures Willow to use the spell to open the portal, causing Willow to momentarily loose control.
In Shadow Buffy didn't know that healings could be dangerous and asked in general if a healing could be done and when they told her it was dangerous she dropped it immediately. She didn't pressure Willow to heal Joyce or hold it against her that she wouldn't heal her.
Tara & Buffy warned Willow about using magic on Glory. It was only after she'd been pushing herself against their wishes and infused herself with the forbidden stuff behind their backs and already fought Glory that she was expected to do what she'd been building up to for months and wasn't going to be talked out of walking away from.
Anya was on the verge of a nervous breakdown from being affected by a vengeance demon curse since she was a former vengeance demon. Tara stood up for Willow's continued nonuse of magic.
