Something that hasn't been considered here up to this point is the obvious fact that, since Dawn is by that time known to be the Key, the only logical choice for guardian would have to be either Giles or some other agent of the Watchers. At the time (directly after the defeat of Glory) there would have been no way of knowing whether or not she would be targeted by some demon or wizard for use in whatever almost certainly malevolent plans they might come up with. The Key was a resource that would have to be guarded and controlled as much as possible
There is also the question of whether or not Hank even knew that she existed, or that she was supposed to be his daughter. It's quite possible that, since he never was actually around after Season 2 or 3, the spell explaining her false history never even effected him.
