Many many reason might explain this odd occurrence but in reality it was because Cordy fancied Giles.
Getting a reason to be close to Giles was going to be the problem;
being friends with Willow was pushing it,
getting Xander seemed pretty far fetched,
so she tried making friends with Buffy.
Oh dear.. .. ..

Buffy burning down her old school gym seemed to be public knowledge so why would Cordelia want someone like that as a friend?
I believe that initially, simply based on appearance, she believed Buffy to be pretty, blonde and popular at her old school, which would have been the type of girl Cordelia felt would contribute positively to her friend group. She also knew Buffy was from LA, which probably seemed cool to her. It wasn't until she realized that Buffy was "weird" and strange occurrences happened around her that she no longer wanted her in her friend group. Also, Buffy had no desire to be her friend to begin with.

I wouldn't go that far. Of course Buffy wanted to be her friend, she was happy to have made a friend. It was only after Buffy saw how petty Cordy could be that she distanced herself from her. Which is ironic as Willow proved to be just as petty but she hid it behind a sweet and innocent veneer.

I would say it's more about how a bitch cordelia could be, how she treats people like Willow or Xander like trash like a pure bitch. Buffy doesn't like bullies.
