Crossover episodes: There's a key as to what these titles mean. Try writing out "The Harsh Light of Day/In the Dark" and you will see the benefit of using the common story element. I don't seriously think the random phone calls would win, but someone may like those.

As a secondary question, if Crossovers occurred in "Restless" or "Hell's Bells" would it have improved the episode?
 
This is hard for me, and I still haven't chosen yet. I'm torn between the Whirlwind and Angelus & the First Evil. I mainly like the crossover element, but the eps themselves aren't really my favorite (not to say I dislike them). I'm also tempted to choose the Gem of Amara as I really liked Spike in the Angel episode (though not so much the Buffy ep) and the Amulet (I'll save my usual criticism of season 7 Buffy, though I'll add that it was a decent way to introduce Spike into Angel season 5 where I got to like him again).

I'm so uncertain as to which to choose that I'm tempted to use dice to decide for me.

Nah, I'll go with Angelus and the First Evil. Though not my overall favorite episodes I greatly enjoyed both Faith and Willow so I'll choose that one as the focus is on the crossover aspect.
 
The Best is Joyce's funeral from "Forever" with Angel. It's a good episode, but his appearance gives Buffy a needed sounding board, establishes the current status of the Bangle as emotional intimacy without physical intimacy, and it makes Joyce's funeral seem bigger, like, old friends show up for funerals. It works.

The worst is Gem of Amara, as Oz and his mystery machine on the third episode just seems like a waste. Spike could have showed up on his own volition. However, Xander trying to sneak up on Spike is one of my favorite stupid moments.
 
The Faith 4 parter in Season 4/1
The writing works perfectly

Id give a close second for Fool For Love/Darla which is telling the same story from 2 different perspectives
