Yes, Eve seemed softer, while Hamilton was more hard-core committed to the Senior Partners and no-nonsense.I think Hamilton would have engendered much more suspicion in his actions. Sure, they were suspicious of Eve, but for some reason a small, pretty woman engenders less suspicion than a physically imposing man.

Lilah would have been superior in every way. Her mission to seduce Angel while still caring for Wesley. Her side quest for emancipation. Her collaboration with Lindsay. All of it would have resonated with the themes and history of the show. Except, Teenage boys are notorious for having no interest in women who are older than they are. And the Network wanted the show to skew younger.
