Why did the episode Tough Love have the name Tough Love?

Was it because of the argument Willow and Tara had? Was it because Willow went after Glory after harming Tara?

Tough Love refers to how Buffy treats Dawn. As in; she's being a (bit of) 'tough love' disciplinarian to her little sister so Dawn doesn't get taken away. The title also refers to the idea that love...is tough, I guess? That loving somebody and fighting with them or them getting hurt are risks to the heart. Referencing Willow and Tara.

It's a bit trite but I think it works in both ways.
