With apologies to the Champion and his Brain, the most important character in Angel is Ms. Cordelia Chase. Not S4 'under control of a higher power' Cordy but S1-S3 and You're Welcome Cordy.
Think about it, Cordelia was the reason why Angel Investigations did what it did. Not only the obvious 'She has the visions' thing but much more, she is the inspiration for Angel to fight the good fight every time he goes to his dark place. In early season 1 a very important conversation happens between Wes and Cordelia:
Wesley: "What connects us to life is the simple truth that we are part of it. We live, we grow, we change. But Angel..."
Cordy: "Can't do any of those things. Well, what are you saying, Wesley? That Angel has nothing to look forward to? That he going to go on forever, in the world, but always cut off from it?"
Wesley: "Yes."
Cordy: "Well, that sucks! We've got to do something. We've got to help him."
Wesley: "I'm not sure we can."
Cordy: "What is your deal? You go around boring everyone with your musty scrolls and then you say there is nothing we can do?"
Wesley: "He is what he is."
Cordy: "He's Angel. He's good. And he helps the helpless and now he's one of them. Well, he's gonna have to start wanting things from life, whether he wants to or not!"

A mission statement from a beautiful woman who will live her goal until she dies. If you look back on the series her absence is an oft explored theme and Angel (and others) always do worse when she's absent, not only that but his need for her always brings him back. Not only that but W&H understand this as well, a few examples:
- The Big Bad at the end of S1 puts Cordy in the hospital to cut Angel off.
- When Angel goes 'off the reservation' and starts letting lawyers die, he comes back to protect Cordy from the eyeball demons.
- Think about it, when Wes finally decides to take Connor who ISN'T there? Wes AND Angel were both rudderless without her and it led to them both making terrible decisions that ruined their friendship for years.
- 'That Vision Thing' Lilah goes after Angels heart.
- 'Birthday' need I say more?
- Finally, 'You're Welcome' after Team Angel get completely lost in W&H who brings them back to their original mission? Which one person shows Angel what his original purpose was?
Without Wesley, the A.I. would have no brains, without Angel, A.I. would have no Champion, but without Cordelia Chase, A.I. would have no mission, no heart, no purpose, Angel would have gone on in the world, forever, always cut off. Thanks to her he doesn't, and without her, Angel Investigations is lost.
