If these monks were going to form the key into a person and deliver this new person to the slayer, Dawn should have went to true slayer at that time...FAITH!
What better way to protect the key than to stick it in a jail?

I mean the shadow people thingies that made the original slayer set it up so there is only one slayer.
Yet the monks seem to say "Ah, the heck with that. Give the key to the slayer that was the slayer before the true current slayer took over"

Erm, not really.
Why would placing the Key inside a womens Prison be safe?
Yes Faith was the true Slayer, but that has nothing to do with the Monks choice. As far as anyone who has a brief knowledge of the Slayer stuff is concerned, Faith turned evil and such, why would they trust her with the 'Key'......Buffy was in Sunnydale, at the Hellmouth, thye would know of her capabilities and they believed her the best protection...i dont think there decision was based on the fact she was a Slayer, its that she was the best choice between Buffy and Faith.

If the key was in prison, It was too easy a target. Inmates have tried to kill Faith as far as i remember so why wouldnt they try to kill whoever the key was. Plus, if something happened, Faith couldnt get out of prison to protect it if something came for it.

How was Faith the true slayer to begin with? I don't even think there is a "TRUE" slayer..unless your talking about the first slayer.

With Buffy dead in season 1, she passes on the line of the Slayer to Kendra, who inturn passes it onto Faith.
Buffy up to at least Bargaining, is just a Woman with awesome power, a Slayer, but she can't be THE Slayer as her death wouldnt call another Slayer.

Hmmm...remember Faith's conversation with Willow in Season 7 "Dirty Girls" about jail:

Willow: You were in prison. Figured you were safe there.
Faith: Yeah, that's prison. Safe as a kitten.
Willow: Sorry, I... don't know much about the big house. Was it -
-Faith turns away.
Willow: ...I mean, did something happen in there?
Faith: (looks at Willow) Someone came at me with a nasty looking knife. Didn't really know why 'til now.
Willow: Oh, Faith, we didn't -
Faith: Forget it. It's cool. I get by.

I kind of think Glory wouldn't have had much trouble getting the Key from Faith if they had both been in jail, with no room for Faith to manoeuvre.

It might have been interesting if there had been time to develop some kind of Dawn-Faith bond in Season 7, as Faith is the other slayer. Instead Dawn just greets her in the "Dirty Girls" episode as a "tried-to-kill-your-sister type". Plus there had been those premonitive dreams of Dawn which involved both Buffy and Faith. No time, it was rush-rush at the end of Season 7.

As far as these dreams go I always interperted them as the Powers that Be dropping hints about what's to come. In "Restless" when Tara mentions the Dawn stuff I don't think it is actually Tara, it is the PTB or Buffy using her image. The Faith dream is probally Faith, but somehow the PTB gave her knowledge of what to say about the 7-3-0.

I personally don't think its the PTB's or something to do with the Slayer, i think its the monks.
We see time as a linear progression. but think about it.
Dawn is created by season 5, HOWEVER the monks play with the time line of each of these people so as to integrate Dawn, which means they have to mess with these memories over all their lives.

BUT also remember though this message seems to be one message told a few times, infact its two separate messages combined.
7-3-0 as much as it includes Dawn isn't acually anything to do with her, this is a prophecy of Buffy's death, Dawn is just kinda there.

Little Miss Muffet thats forshadowing Dawn, this is like 8 months before the death.

Now, maybe the Monks adding Dawn to the time line did mess with the initial Prophetic message, maybe its Dawns presence and manipulation of the memory that unleashes the 7-3-0 or maybe its not something from Buffy, maybe its something from Faith who transfers it to Buffy in there connections, swaps.....
