A theory I have

I think that one of the reasons Spike and Angel are so strong is the bloodline. Dracula is at least as old as Spike, but Buffy beat him pretty easy. They're stronger then they should be. I think they're as strong as they are because they're descended from the Master.

When I'm feeling cynical I tell myself they're only as strong as the writers need them to be in a particular situation. When I'm enjoying the imagination the show inspires though, I like all the theories on why one vampire is stronger than another. I think my personal favourite is the one that goes they drain strength from the spirits of the people in the blood they drink. So if they drink from champions they develop the strength of champions. If they're bottom feeding off bums they'll always be weak.

That seems pretty logical.

I'm not sure why it would be a problem that some vampires are stronger than others.

Human beings aren't created equal, why would vampires be?

When a vampire turns a human it creates a new (un)life, much like a child being born.

The theory that N4H brought up is interesting, but I'm also cynical when it comes to that...Angel and Spike are strong because they're recurring characters and the writers need them to live.
