I think that time travel in the Buffyverse would probably be a neutral act, and that it's what you do when you time travel that makes it good or evil. Maybe you'd need a really complicated spell, or ancient artifact in order to time travel.

The Powers That Be

They were able to obliterate a day in "I Will Remember You" and take it back so maybe they could take back the years from 1997 to the present. The First shows no inclination to cooperate with humans unless they further his agenda and going back to the beginning of Buffy does not do that.
