In a city where the streets are run by criminals, those who have sworn to uphold the law are breaking it. Watchful Eyes follows Gallagher as she drifts further and further to the wrong side of the badge. Ethical dilemmas arise for her, as well as the audience as questions present themselves as to whether or not the Wolf Packs methodology for ridding the streets of criminals is right or wrong.
