Didn't they say that crosses only have power over those who believe in them?

Maybe someone did say that thing about having to believe in the crosses. Apparently Angel believes in them though because in the season 1 episode Angel, when Buffy left after kissing him at the end of that episode, the mark of her cross was seared on his chest. Also alot of crosses were burning Angel in the Ats season 2 episode The Trial.
