The Girl in Question because it was a waste of time and episode space which could have been used to set up a 2 part finale ala Becoming or Graduation Day pt1 & pt2.

The Girl In Question is one last 'comedy episode' dealing with the Spike/Buffy/Angel thing. It should have been earlier in the season but by no means should it have replaced any, just shunted.
Also, Powerplay and Not Fade Away, although don't say PT1 and PT2 are. The events of one pick up just after Powerplay ended. For all intent and purpose its got a two part finale.

Damage was the best pre-You're Welcome episode. Yes it used a recently activated Slayer, but it was the negative side of Willows spell. It was one of the darkest episodes of either series and could only have been done on Angel.
I suggest you rewatch the episode and get the fluffy Potentials from your mind that live in Buffy World and see this for the masterpiece it is.
Not Fade Away because of the cliffhanger or lack of actual ending.

That ending is what drew alot of people to the show. I know of at least 8 people who started watching Angel because they'd heard that ending and were surprised by it.
On top of that, its a great showing of the bleakness of their fight. If we were to show that Angel fought in the real world, he could not win at those odds. However, the genius of what we actually got was an ending where we see the gang defeat the Circle, then go to make their last stand.
Do they live or die? We don't know, and thats what is brilliant as we all have hope.
