Bigger threat to the world: The First Evil/The Bringers or The Beast/Jasmine

During Season 4 of Angel and Season 7 of Buffy, the Scooby Gang and the Fang Gang had it's share of Big Bads trying to destroy or take over the world. But who was the bigger threat to the world? The First Evil and The Bringers or Jasmine and The Beast?
 
I'm not really sure just what the First Evil's plan was for wanting to escape the Hellmouth. If it was, indeed, the very personification of evil, then it's influence wasn't contained in any way, and, since it was intangible, it didn't pose any more of a threat to me one way or another. It did mention once that it desired to be "made flesh," but I never got any real impression that that would occur simply by leaving the confines of its prison.

Jasmine, om the other hand, seemed to me to pose pretty much the same threat that the altered atmosphere of Miranda did in "Serenity," where everyone just became lost in a cloud of euphoria, except, of course, for those people who became her own special snacks.

At the worst, the First Evil was a threat to mankind only in a physical sense. Jasmine was a threat to the very spirit that makes humans unique from animals.

So. Jasmine, to me, posed the greater threat.
 
Jasmine, because she was smarter and more subtle both in her tactics (diversions such as the Beast, Angelus, manipulating Connor, etc) and in the actual execution of her plans.
She would make mankind betray itself for an easy, slave-like existance- like Angel said, the price was too high, because it was humanity as a whole that would've been corrupted.

The First just had a big army of proto-vamps that would spill out of the Helllmouth.
 
Jasmine seems to be patterned from the demagogues we know plus descriptions of the end times from the Book of Revelations. The evil leaders will be seductive, getting majority approval from large blocks of people. They will address the wrongs they see in society that had not been addressed before. If you look at Hitler, he seems to fit the pattern perfectly. He was always elected through democratic process. He made the trains and buses run on time. He took a nation in poverty with runaway hyperinflation and created jobs and organizations (like the Hitler Youth) to promote nationalism. He provided scapegoats for people to blame. And like the prophesied satanic leader of Revelation, Jasmine was all about peace.

The First is an incorporeal evil waiting for demons to become the majority so he can take human form and then enter into each man, woman and child.

Jasmine succeeded and her reign was cut short only because Fred saw what she was and managed to escape and get others to see what was happening through a series of improbable events. The First had never succeeded and had an army that could only travel in darkness and could be stopped by the normal vampire-fighting techniques - staking, beheading, sunlight, burning, holy water but more modern techniques had not been tested - nobody had a flame thrower or a rocket launcher in Chosen but it could have eliminated them in short order. Jasmine was obviously the greater threat.
