PSP7, is Paintshop Pro 7, and you can download it from quite a few places. I think there is still a 30 day trial version available Here.
Also, I have made a new 'Official Banner Makers List', and staked it at the top of this forum. So, if anyone else would like to be added to it then please PM me or another member of staff and your name will be added to the Official List.
