First, they are all new to W&H
Many shows, including Buffy and Angel, change the setting for the purposes of the story.
The reasons behind them moving to W&H are clearly, and logically, explained and it adds a new dimension to the story.
It also fits in with the path of Angel himself, leading to the whole 'whose side will he be on'.
Up until this point we never truly questioned which side in the apocalypse he would fight for which kind of makes the whole Shanshu storyline irrelevent.

Setting aside the actual reasons for JM being in Angel, alot of time is given to an explanation of why Spike is at W&H and also on his integration in e very important Shanshu issue.
Had Spike not been in the show, the fandom would still have asked the question 'Who was the soulled Vampire?'
As for the 'now he's fading off' part, well I don't know anything about that - is that something from the comics?
If so, that has nothing to do with season 5.

It was never stipulated that Cordelia would be back permanently, in fact we knew it was a one time deal.
Yes, its called story telling.
What you do is you take a character and write interesting stories for them. That way you have this thing called growth in the show as opposed to keeping every character exactly the same for the duration of the show.

I was BS. The fifth season was just like "Charmed" to me. All they did was fight and people were FLYING across the room etc. etc.

Not quite - I would suggest you watch the show again and try to understand what is going one...I say I would suggest, something tells me that is pointless here.

2 episodes out of 21 is hardly 'bulk' (I don't count A Hole in the World) and then a continued presense in 5 other episodes.
Again, its part of a process when you write a show based around a group of people - you include them all in the narrative.
