Born Psychic? Made Psychic?

I have a question about Rivers abilities, was she born physic, or was it a side effect of the part of her brain being stripped down, so she could feel everything? Was she chosen to 'join' the academy because of her physic powers or because she was really smart?

It's made pretty clear by the R. Tam Sessions, (and I'll find a link in a sec) which is a viral marketing campaign, with Summer and Joss which takes place while she's at the Academy, that part of why she's chosen for the program she's in is because she responds to people empathically. She may not always know why or how she knows what others are thinking, but she does. And this is from before they started the neural stripping, while she is still lucid. So apparently she's pretty psychic already, on top of being super-smart.
