Buffy/Angel Region 1 DVDs Question

How come both Buffy and Angel doesn't have the "Previously on..." for the Region 1 DVD's but Region 2 has them?
 
Baaaad choice by the people who made the DVDs? I mean, the region 1 Angel DVDs even have scenes cut out because of it.
 
I always wondered this too it's seems odd that they wouldn't make both regions uniform in the way they are viewed. Did they used to have the 'previously on...' beginning when it was airing on TV?

Yeah they did when they rerun Angel on TV they always have it. Only Angel Season 5 DVD has the "Previously on".
