What doesn't make sense is that the Mayor lets this happen.

Surely it is better for him to pin the murder on Buffy (which with his resources, he could do) and keep her out of the way for his Ascension!

I think the Mayor had something to do with the charges being dropped, but i also think one of the reasons the Mayor did not want Buffy to go down is maybe because he was trying to get her on his side the way he had with Faith?

Maybe it makes it look like a murder because it was one. Just not commited by Buffy. How about that?


They had to drop the charges. There were three(?, I think. I can't rewatch it right now.) witnesses who could testify Buffy wasn't even there at the time Kendra was killed, plus the fact that they didn't have any evidence/murder weapon whatsoever that lead towards Buffy.
