Buffy, Faith, and the Watchers

I believe by season five's checkpoint speech, Quinten and the other watchers knew about Faith.
Seeing how they were so intent on being rigid with rules, why would they even ask Buffy to continue? She wasn't the real slayer at the time.
 
You mean why did they continue to have Buffy as the official Slayer? Well, I think it had a lot to do with Faith being in jail,plus even though she was paying for what she had done she still wasn't miss stable or little miss do-as-your-as-your-told and was even less likely to pay attention to what Travers had to say then Buffy was. So maybe from his view it was a lesser of the two evils deal.
Plus, Buffy was the original one Slayer so maybe in the Council's view this still made her the Reigning Slayer.
 
The Council knew about Faith back in season 2. They also knew that, by Season 5, she was safely locked away in a California prison. With the threat of Glory as immediate as it was, freeing Faith , "rehabilitating" her into a Slayer that they could exert some degree of control over, and getting her back to Sunnydale in time to be of any use in the upcoming apocalypse just wasn't possible. Any plans that they might have had concerning Faith would most likely have been along the lines of terminating her in the hopes that her successor would be more easily controllable than either she or Buffy had proved to be, and that, also, just couldn't be accomplished in the required time.

Also, even if they did terminate Faith and get another slayer at some later point...

Buffy's one of the oldest and most experienced slayers ever. She would have run her own operation protecting the Hellmouth with or without council involvement. It probably just seemed easier to just accept that than to bring in another slayer to compete. I mean, neither Faith nor Kendra really did all that well in Sunnydale. Of the last 3 slayers, Buffy's been the only one who could really handle the job.

But yeah, the council obviously knew about Faith ever since she was called. It's not like Diana (Faith's Watcher; according to Go Ask Malice) was a rogue or something. And even though the Council was just a bunch of idiots with sticks up their...
