Here's Joss on Sarah appearing in Angel:

Later she said she'd do the finale, knowing Joss didn't want her for the finale.
On 2. It isn't just that Joss does things differently, it's that Sarah knows he does. She didn't publicly ask for a script when she said she'd do Angel.
When Sarah says she expects a script, and she knows she won't get one, I get even more skeptical as to her motives.
On 1. Joss wants to work with the original cast, so he wants to know if they're interested before he begins. Otherwise there's no sense in beginning. As I remember it the Serenity cast were all looking forward to doing a movie, before they were raving about what a great script it was. If you're still counting, that's three things on which I'm basing the idea that Joss wants to see interest before he obligates himself.
And Sarah did say that if she was back in the US int ime she wouldve done the ep she was suppose to be in, but by the time she got back it was already to late to film the episode, thats not really her fault, ofcourse some could think she just said this to get people off her back but I dont think so. And so what if she said she would be in the finale, thats what she had time for, didnt she also say that she wouldnt want the finale to be all about her and the whole love triangle? She couldve made a five minute appearnce and get it over with.
SMG is just her own person and likes to feel comfortable in what she is doing and know she can gain something from it.
She stayed on the show for 7 years, couldve said its over any other time her contract was up. And hey she knew how popular Buffy was but did she ever ask for a raise? or hold out for one? She couldve if she wanted to but didnt.
She didnt ask for a script the first 2 times she appeared on Angel so ofcourse she wouldnt ask for one to appear on Angel one last time, a show and movie are 2 different things in hollywood, even though a tv show can launch you into success it cant really break you as easily as a movie could, and a movie is always looked at more and reviewed much harder sometimes and Sarah is trying to establish a movie carrer so she wants all of her films to be a success and reading a script would help her get the feel of it and if she thinks it would be up to her standards.
