Someday, we are going to have to go full Ward E and figure out which two regulars plus Tara have the fewest lines with each other.

How would that be judged though? Angel was a regular, yet thanks to leaving at the end of S3, he has little interaction with anyone who came after. Same for Cordelia, who has zero lines with Riley and Tara.
If you were doing it when they were all regulars (or fake guest starring), my top two guesses for limited lines with another regular would be Spike and Anya.

If we have a close call, the time would be restricted to episodes where both characters were regular or recurring (Anya s3, would not count), but excluding special appearances.
But, I agree, I'm leaning towards some pairing of the boyfriends/girlfriends and Spike. Like, I know Angel and Oz had some time together on screen, as did Spike and Anya, but if you asked for a second moment, I would be lost.
