So one thing playing in my head from the rewatch was the character journeys on both shows.
Ill do Angel first as its fresh in my head from the rewatch but its still a mixed bag of both great and non existent.

Angel - The show is about him and he is so different not just from how he was on Buffy as the rather boring Love interest but also at the start of Ats where he was stoic action guy who beat up bad guys and saved good looking women. That said what he developed into was a hypocritical arsehole. Take Peace Out and Home. In that he talks about free will. Only for then to quite literally mind rape a family to put his son with them and do the same with his friends and in his own words taking an executive decision. Thats taken another level by Not Fade Away. And if you count the Season 8 Comics His actions as Twilight too. Its great to watch though its not the development B/A shippers probably want.

Doyle - originally meant to be Whistler (who I never liked) he was meant to be guide and mentor which (didn't work) instead morphed into Angels friend and confidant and Angel became his mentor which worked better with a 250 year old being. Although only on the show a small time he made a huge impact as character thanks to GQ peformance.

Cordelia- She's all over the place. Until Doyles death, besides Greenwalts liking for her, I was wondering what she was doing on the show as she added nothing. After his death she slipped into that friend role. It basically culminated with the S1 finale and her decision to help people. After that though.. In S2 she was an after thought in the first half and in the 2nd part she was literally an object in a bikini that Angel needed to rescue (the writers did this straight after mocking said trope!)
In S3 they flirted with Cangel but never pulled the trigger then made her Saint Cordy (which they retconned in S4) and by this time the character was done. Very apparent as the best episodes of Wesley betrayal of Angel she wasn't even in and it felt like the show had moved on without her. Also with Greenwalt leaving the writing was probably on the wall for her character anyway as Joss was lukewarm at best.
S4 she was in 3 episodes with Amnesia and she slept with Angels son before Jasmine was woken up.
She got a decent send off in S5 but like I said her character was long done by this point.

Wesley- He had the best character arc on either Buffy or Angel. From how he started as a straw man on Buffy to how he ends in NFA is a delight. His relationship with Lilah was also a delight to watch. The creepy obsession he has with Fred is disturbing but watchable in S4. The issue is in S5 where suddenly its genuine love (they're literally only together at best for a week or so) which I just don't buy and it felt like it was really only introduced just to set up his Man pain, I think the writing could've remembered that rather than just expecting the audience to go with it.
But otherwise yeah the best character arc on this show and Buffy.

Fred- Amy Ackers peformance was excellent but the character itself was a waste of space. During S3 they had her do the cute Nerdy girl technobabble (which had already gotten old on Buffy) and also normal parents and well thats it. Oh she also apparently eats a lot even though its blatantly obvious the actress doesn't. The relationship with Gunn has no real narrative interest (though it could've) and is written in the most sickly way possible. In S4 any agency is stopped by her not murdering the Professor, which is only remarked on once but never acted or plays any role in the season. She's then just a possession for Gunn and Wes to fight over and the writers don't even attempt to give a reason as to why she'd join W&H. In S5 she dates Knox before she dates Wesley and then she dies and well thats it. As a character she was completely pointless. Which is only highlighted even more by Illyria.

Illyria - She's only in the show for just 7 episodes and a delight to watch in everyone of them. A fantastic character thats played magnificently by Amy Acker, I love when she's pretending to be Fred then immediately is Illyria and you can tell by her movements. They got the right balance right of Imperious and hard and sympathetic at the same time as she tries to exist in a different world than one she ruled in. Off all the characters I was most interested in post NFA, its her.

Lorne - I liked Andy Hallet and I liked Lorne but he should've been kept as reoccurring not a regular. Like Fred he had no reason to join W&H. I feel bad for him how Angel used him.

Gunn - The character with the most interesting story and potential, who somehow the writers had no clue how to write or what to do with ! The guy whose a social activist on the streets decides to abandon his people and go work for Angel ! Why ??? The writers never bother to give a reason. The character essentially becomes a glorified extra. Except when the writers give him cringe dialogue such as the Reconstruction speech in No Place like Plrtzz grb. In S3 they put him in a relationship with Fred, primarily just as foil to break Wesley from the group which was almost Tara/Willow levels in its writing. In S4 he fights with Wes over Fred and well thats it, even the fact he murdered a guy is remarked but never really acted upon for the character. Then in S5 he does have some good stuff and his end where he helps Anne before as he's dying about to go down swinging in the Alley is well done but it can't disguise the characters unused potential.

Spike - While it was a delight to see him, his character arc was done on Buffy "No you don't but thanks for saying it" . There was some good stuff in Damage "So where we once upon a time" but thats it and honestly it did feel like they wrote him a bit stupider as they didn't want to overshadow Angel, which David Fury kind of admitted. Now there was talk of Spike movie but it was also going to feature Illyria and Willow so honestly how much would it been about Spike.
In the S8 comics he doesn't show up until the end with a Bug space ship to essentially just provide transportation.

Anyway thats my thoughts on each of the characters, Ill try and do Buffy next.
@hoponlilmama @NotASlayer @Joan the Vampire Slayer @thetopher @silvermoon @DeepBlueJoy Id be interested in your thoughts on my thoughts on the characters

I forgot Connor
Connor- The question will always be was this bad writing or bad casting. Now VK can act, watch Mad Men if you don't believe me though I do think he should be bigger and tougher looking as he's a kid who grew up in a hell dimension. But yeah I go with writing.

After rewatching S4 I can understand VK's frustration with the role in essentially just doing the same thing over and over again. Its clear the writers weren't interested in the character except as something to mock or find gross. As a character little is done with him. We as an audience know he's incredibly easy to manipulate and he likes older women and well thats it. The one stand out scene is him with a coma Cordy in the Church. Possibly the best scene in the season and you can see VK actually trying something with decent material.

In Season 5 they give him some dignity and make the character likable but thats it. Its not really a character as such. Anyway the character of Connor is interesting to me. Just a shame that the writers didn't feel the same way.

More of a general thing, but I believe that Angel handled character development better than Buffy did; Buffy tended to do the reset button far too often. Something that was most noticeable with Xander; for example, The Zeppo, The Replacement, late season seven, each time him realising he's more than he thinks he is. Do it just once, okay?

I would disagree with Spike. In S5 of Angel, Spike's redemption arc finally started. He finally started acknowledging the bad he'd done, what awaited him because of that and finally started to change from the person he was in seasons 5-7 of Buffy. Also, any movie with Spike in it would have been about Spike. Just like the last seasons of Buffy, just like he started to dominate Angel; James simply has too much charisma in the role if he's given enough screen time. Wasn't that why Eliza didn't want to do a Spike & Faith show?

I completely agree with the first paragraph. Character beats wise the Replacement was basically the same beats as the Zeppo. Xander feels insecure and comes to realise he's cool without powers, I'll get to that when I do the Buffy show but yeah there are a lot of resets, I think also because the kind of show it was.

There are some good bits about Spike. Like I said the stand out is Damage. If you were to have a Spike movie I think Dana would be a great antagonist, a psychotic obsessed with Spike Slayer. A great contrast with Souled Spike and how he was as a Souless Vampire.

No James/Spike had nothing to do with it. Where did you hear that ???
Ghost Spike was talked about being on the show with Principal Wood but Iv heard nothing that they didn't get on.It was more coming so close after Buffy she didn't want to be type cast and she was worried about comparisons with Buffy.
Trust me if it came down to Eliza saying, Ill do it but only so long as Spike isn't on the show then James wouldn't be having a job.

I think we have a misunderstanding here, because I don't know what you mean! What did you think I thought James had something to do with?

Oh, I get you. No, I thought I had heard that there was an option of Spike doing a show with Faith, but as Spike tends to dominate what he's in, any show with him has a tendency to end up being the Spike Show. I mean, he was only in one season of Angel, yet most thumbnails for the show on streaming feature Spike.

I also forgot Harmony who was also a regular - well this won't be long she had no character arc, she was the comic relief foil who essentially did the same plot from Disharmony but over the course of a season. It even ends the same way with her running away after the betrayal. The only difference is that Angel not only lets her live (Cordelia role in DH) but he also gives her job reference to go with it.

Essentially Angel let a Souless Demon to go kill with the note that she's a good secretary to go with it !! He's doing this the same time he's having Lindsey murdered.

Im still not sure why she was made a regular on the show ?
Yes she's funny and Mercedes McNab plays her with an endearing quality but there's nothing new here and as its pretty much the same joke from S4 of Buffy (4 years previously) onwards it can get old fast.

Buffy let her go in Crush - why ?
Cordelia in Disharmony -I can kind of understand this one
Angel in Not Fade Away - Huh
All 3 feel less like its in character and more because the writers like the character/actress

They were known for that, Andrew being the most obvious, but I also read that Mercedes had good comic timing, making her useful in that role.
Ok so the Buffy show. It is a bit different and there were multiple resets.

As said with Xander they basically redid the same story beat. To be frank you could probably have killed him in Graduation Day and not missed anything from the rest of the show. He was comic relief in S4 (Jane Espenson said he was fun to humiliate)
Then for S5 onwards he was the builder but thats not exactly an exciting story or character arc. For S6 and OMWF him summoning Sweet was so out the blue most fans to try to explain it by saying he was just covering for Dawn. Again any ramifications of that are not explored.
In S7 he was just the guy who fixed the windows and yeah thats it. Even his comic relief role was given to Andrew.
His relationship with Anya was never anything more than a Sex joke every episode and nothing is made about her past or how Xander feels about it. Now there were hints (see Restless) about potentially abusive family but these were just hints and nothing really more.

As for Anya - the character in Dopplegangland and Graduation Day is so different from the following seasons where she is literally just the talking sex joke/funny murder line. In fact they even forget she was driving in GD when it comes to Triangle. While her victims both Olaf and that guy in HellsBells (where everyone cheers as Buffy executed him) and the implications of what she did are never examined. Lets just laugh though the fact that a person with arguably the largest body count on either show and a human soul feels no remorse whatsoever !!
Only the episode Selfless decides to examine this and what she's done. After this episode (I wish she'd died in it) its back to sex jokes for the rest of the season.

Spike - A disposable villain who became a series regular and one of the main love interests on the show. Even today there are still arguments over who Buffy should be with in the fan base. Yet for all that, his arc from Season 5 - Falling in love with Buffy - rejected by Buffy - Does something horrific to try and get Buffy - Before finally getting forgiveness from Buffy and acceptance to try and help regardless of Buffy - Thats basically redone over S6 and S7. Before that in S4 he'd show up and Joss words ask to borrow some coffee while insulting the group and that was it. Hardly a character arc

Willow - She had the greatest character development and arc on the show from nerdy insecure side kick to super power independent antognist was great until it got turned into magic is drugs which was horrific (Rack I wonder what that rhymes with) and all Willows agency got thrown out the door (which was even worse) then it was turned to good magics and dark magics. She was also so powerful she didn't need Buffy yet was still had her revert to the side kick on the Buffy show.

Giles - Anthony Head played him brilliantly but he while the Ripper revelation was great he was always was the Merlin to Buffys King Arthur though the Ripper spin off exploring his character more is a huge missed opportunity.

Dawn - She was more a plot device than a character. Joss created her because he wanted Buffy in the mother esq role without having an actual child so she was there in S5 as something for Buffy to protect and well thats it
For S6 She had her klepto run but it added nothing and felt like it was put in to give the character something to do.
They tried something similar in S7 with her being part of the gang (and having a magic zapper) but it wasn't really a characterisation.

Riley - He had great potential. 2nd in command to this new Demon hunting force who was also his mother figure while also the main character new love interest. Unfortunately they dropped the ball. They loved the idea of Riley so much they sanitised him so despite being 2nd in command he was unconnected to anything Maggie did and was a complete innocent which made him boring. He also had no chemistry with the lead either which didn't help. Now for S5 they did try to deepen his character with his insecurities and visiting a Hooker/Drug metaphor den. That all got dropped by the way side so the writers could moan at the fans for rejecting the guy who comes across once in a life time.
He does come back in AYW with his 1D Wife but thats just Riley fan fiction made live action.

Oz - The werewolf in love despite being the cool guy, who had great line delivery, he was in Seth Greens words didn't do much but agree with Buffy.
As for the Verucca storyline, god I'm so glad that wasn't dragged out over a full season what a dodged bullet.
I liked Oz but character wise he was basically the same guy in Inca Mummy Girl to New Moon Rising (he even leaves in his van the same way as Wild At Heart)

Cordelia- Now she did have development until and it was actually pretty good - going from high school bitch to developed fleshed out character. That was until Season 3 where they just pressed a reset button on her and she'd just show up to say an insult then leave (same as Spike in S4) and it felt like she was marking time until the spin off

Angel - Same with Angel too, on this show he was teen angst hearthrob until he turned evil (which was great) then he turned back and for S3 all he did was do the same Buffy/Angst rinse repeat routine marking time until the spin off. Even the writers who wrote it were mocking it.

All that leaves is Buffy herself

Willow, she went from botching her magics half the time to being a world-ending threat only just beaten by Glory in the space of months. On top of everything else. Dawn's klepto run was foreshadowing OMWF, with it even referenced in the "Previously" part, only for it to be Xander showing less maturity than he had in S1. Xander's parental issues also came out of nowhere; if his fear of turning into his father was that big a deal, it would have been revealed in The Replacement and Scruffy Xander would have ended himself.

Character arcs and development on Buffy were iffy at best.

So Buffy did she have a character arc yes, from Welcome to the Hellmouth to The Gift it was great and everyone lived through Buffy on the show.
That said it did have weaknesses, the whole why can't I have a normal life moan got repeated adnauseum throughout the series even after they did episodes of her welcoming her power and accepting it.
There was also the whole main character syndrome where she did something and it was automatically a ok and seen as right. Much more so than Angel where it shows he was an arsehole and in the wrong. More a general writing issue than a character one to be fair
I say to The Gift because as a character it felt like she was done there.
In S6 She's brought back and depressed until she's not but thats not an arc
In S7 she's General Buffy and is wrong until the script for whatever reason decides she is right but again thats not an arc or a story and her forcing Slayer powers across thousands isn't either.
So yeah as a character, her arc and development basically ended in S5

Willow mind rapes Tara. Tara is outraged and tells her not to do it again. Willow does it again but that issue of ignoring Taras freewill and basically mind raping her twice is simply dropped and its about Willow doing to much magic (which went from a lesbian metaphor to a drug metaphor.. not a good look) and its never mentioned or discussed again.

I think thats because Joss wanted to do the Be Your Queen line and didn't really care if it made sense or not. Nor why Xander wouldn't have said something earlier in the episode or how he felt afterwards about the multiple deaths he caused.

When you compare B,B&B to OMWF, in the first Xander immediately admits he did something dumb, accepts responsibility and never touches magic again until, supposedly, OMWF.
@NotASlayer to be frank, Cordelia suddenly deciding that a guy trying to use a spell to make her love him, is Romantic and decide to go back out with him is not great either.
The Buffy verse has not been great with those relationships. On Ats for example Angel decides to take the guy who tried to trap his girlfriend forever for a beer !!!
