Accusations of Charmed borrowing from Buffy have appeared on this board before. Smallville borrowing from Buffy has also been discussed. As I recall they made some pretty good points when they were discussing the possibility.
Even off the top of my head I can think of Buffy-Charmed similarity comparisons such as White lighters are like watchers. The elders used to be like the PTB, and now they're more like the watcher's council. The introduction of Chris is reminiscent of the introduction of Dawn, as a magically powered sibling from another dimension.
Perhaps Charmed does borrow from Buffy. If they do it's to be expected. Buffy was ground-breaking. Of course it's going to have an influence on stuff in Genre TV that follows. The question becomes though, is Charmed it's own creation, or is it just another Buffy. I personally would say "yes" to the former, and "no" to the latter.
It's also possible though, that Buffy has no influence on Charmed whatsoever. It's possible the writers of Charmed have never even seen an episode of Buffy. Personally I doubt it, but it's possible.
Simultaneous invention does happen. I'm not 100% postitive of my facts here, but wasn't someone else trying to file a patent on the telephone at the same time as Alexander Graham Bell, and wasn't there some Australian guy writing a treatise on evolution at the same time as Darwin.
I can even give you an example from Buffy-boards and Charmed.
Did you catch those Rat-like things in Charmed. I saw almost the same creatures described in an old fan-fic that's still in the archives at Buffy-boards. It would be nuts to say Charmed writers are robbing Buffy fanfic. It just simultaneous invention. I could definitely make the case for a comparison though. Watch. I'll show you. Here's whats described in the fanfic:
A black ooze squirts from the mirror. It forms into three
puddles. The puddles congeal and form three creatures, each
one the size of a labrador retriever. One is female the
other two male. They hunch over on all fours ape-like. Their
faces are human, except their top lip disappears into their
mouth. They have an extra set of limbs on their torso; a
kind vestigial arm-leg thing with hands that could be feet
attached. They are an odd mixture of flesh and fur. Fur
covers the breasts of the female. Their hands are long, thin
and bony. Their ears are rat-like.
