Kind of. The Potential Slayers are just that...they have the potential to hold the power of the Slayer. Potential Slayers are born with heightned senses and awareness, but the supernatural part of being the Slayer comes when they are chosen. And their picked randomly, once the previous Slayer has died.

Kendra tells that she was given up to her watcher at a very young age, so apparently her parents knew, or suspected, that she could be called as a Slayer.

But if you were never chosen, it wouldn't have been your destiny to fulfill at all. 😉

A lot of potentials get training but a very few (obviously) get chosen. Before season 7 that is. 😉 Not all of them are "found" and get training but some are. And the more training they get the better chance of becoming a better slayer there is, right? Giles found a lot of potentials before they were chosen so it's not like it's an impossible mission to find potentials. So there's a chance you know you're a potential even if you never got chosen.
