Cleveland (spoilers)

So... at the end of the finale episode of season 7 Giles mentions that there is also a Hell mouth in Cleveland, Ohio. If that were the case wouldn't it have had just as much demon activity as Sunnydale? And if so, who was protecting the world from its threats if the only Slayer in the world was up to her neck in her own crap in California?

That's a good question. Maybe it wasn't as active as the one in Sunnydale? Honestly though this really just makes the whole "one Slayer at a time" rule seem even stupider.
