Why is it I've never noticed this before? That was the first time I recollect ever reading an English person say bogan !

Council Estates are(or more accurately 'were') an attempt to provide low cost social housing managed by the local authority . They can be as large as a town or just a row of houses . They were our answer to slums and bombed out cities . Failed pretty spectacularly in the urban context but out by me in the hinterlands , there are some gorgeous little council houses tucked away in the villages . A few sketchy settlements too . Even total despicable scumbags deserve a chance to have a normal family life when they have kids , and council dwellings fulfilled that need . Still do ,to an extent , but I think Housing Associations manage the properties now .

I'd say it's more that the children always deserve a chance at a normal family life, and the parents come with them even though some parents aren't more deserving and maybe less deserving than the single homeless person.
