Here is what the president of the WB said: Regardless of Angel's fate, Mr. Levin says he's given Mr. Whedon permission to reunite Buffy and Angel on UPN for Ms. Gellar's finale, if she's quitting the role.
"I told Joss that if it was creatively justified, and in the best interest of the show's storytelling, and something he feels is necessary, I certainly wouldn't stand in the way," Mr. Levin says.
So it looks like Angel will be allowed in Buffy's finale. I can't see much of his purpose though. They couldn't do a romantic thing because it is the finale and she will be gone and they can't kill Angel because he still has his own show. If they do decide to use him, only reason I can see is for him to help fight The First. Too much has happened in each series now, they are completely different. Exciting nonetheless.
