Just finished watching 'Fredless' right now and Fred is adorable in it, so I'll say her, but bless me, ALL OF THEM have their moments.

...Also Willow is cuter in certain situations (babbling, facial expressions), which confuses me, but Fred is overall cuter, what with the Texan accent ('y'all'), science-y knowledge, glasses and such.
It's actually a very deep, complex question that needs deep analysis- hence my mind changing.

Yeah, both are cute.

Fred is the definition of cute for me. Maybe other than, like, kittens and puppies and babies (note: babies are last on the list).

Willow is definitely cute too. She beat Fred in the "who dresses cuter" stakes, in the early seasons obviously.

The only thing I don't think is cute about Willow, that other people probably do think is cute, is her nasal-y voice. That is a bit of a nightmare for me, a pet hate of mine.

I voted for Willow, Fred and Faith. Seems like every one thinks Fred is cute though. I do think that Willow is very cute, in the early seasons in a shy kind of way, and then she just has this dorky, quirky personality, that is similar to Freds yet different. I'd say physically I think Amy Acker is just cuter than AH. But It's a pretty close call between the characters. I also picked Faith, cause while she's mostly hot and sexy on the show, she has a few cute little moments here and there, that am I am bias towards Eliza. 😛 lol
