As in, supporting characters who appeared in less than 10 episodes but you love nonetheless. I'm not going to count Doyle since he was still a main cast member despite only appearing in nine episodes.

Amy: More scenes with her and Willow practicing magic so that we have an idea of how well Willow's progressing before she meets Tara.
Ethan Rayne: This guy should have been the Big Bad of Season Four!!!
Kendra: Wanted to learn more about her and what it was like to grow up in isolation without any friends or family.
Willy the Snitch: Amusing dirty rat-type character.
Larry: A good example of a high school student with 'layers'.
Mr. Trick: My kind of vampire! Cool, slick, and entertaining, it was a shame he got dusted so early.
Anne: Nice to see how she progressed over the years, from vamp wannabe burnout to working class businesswoman.
Clem: Always a warm and friendly presence, provided some nice comic relief moments, especially during the darkness that was Season 6.
Halfrek: She was a genuinely good friend to Anya.
D'Hoffryn: Seemed like an easygoing, almost benevolent guy, at least until Anya pissed him off...
Amanda: My favorite Potential. She was sweet and one of the few I would have actually vouched for to become the next Slayer.
Skip: Had a very easygoing, down-to-earth way of speaking, even when he turned out to be evil.
Gwen Raiden: Electrifyingly hot presence, could hold her own against Angel and Gunn, a candidate for one of the best Fang Gang tagalongs. If not Faith then she should have stuck around longer in Season 4.
 
Anne is definitely one of my favourite, especially for the fact that she appears throughout the seasons on both BtVS and AtS. It felt a bit like we got to follow glimpses of her journey. I wish we'd have more characters like hers.

I really liked Marcie, not sure she counts as she was only in one episode, but I really wish they would have brought her back for more. Her story could have definitely been expended, especially in s4, she would have fit in nicely with the initiative.

Those are the ones I really wanted to see more of. All have a certain amount of charisma that makes them a benefit to any episode they appear in. Gwen especially.

Also Nina from Angel S5. If she'd had more screen time, I may have found her less bland and pointless...
 
Ethan, I think a lot could have been done with that character. He had the potential to be really bad, but I can also see him playing both sides, like Spike but more slyly. It was also a bonus that he knew Giles from way back. I would have liked to learn more of Giles past and how his bad a**edness could have been put to even more use. Go Ripper!

D'Hoffryn. I'm not sure in what capacity, but he was a smart interesting character that I think could have been developed to the benefit of the show.

I didn't care for Amy, but they did make her one dimensional. That character could have been an asset if they fleshed her out, but as she was, I didn't care to see more of her.

I liked Ethan and D'Hoffryn every time I saw them.
