I don't understand u well guys, coz actually, Kennedy was 'necessary' for Willow I think.
Of course, Tara was Willow true love, she was amazing, & nobody could replace her, but if we think for a min, we can figure out that Kennedy helped Willow a lot to go out of her despair.
I mean, we can't change it, Tara is dead, so, from this fact, should we want that Willow stay alone for the rest of her life ?
Kennedy helped Willow to find confidence again into the magic, & into her power, her ability.
Willow thought she wouldn't be able to do some huge magic stuff, because she thought she would be again the Scary Veiny Willow. And she thought she would be SVW again because no one was with her to make her safe, to make her come back, as Tara did before.
So, Kennedy, with her attitude, allowed to Willow to become again powerful and confident, as she said with the kite metaphor.
If Kennedy wasn't the kind of girl she is, the one to make the first step and to make Willow go out from her shell, it wouldn' t have worked. Cause Willow was too much broken, & still mourning Tara's death, & was unable to really live again.

To make it short, I would say that Willow would never forget Tara, who was her true love, but she couldn't spend her life to think to the love she lost, and since it was the last season, Joss bring her someone new to build a realtionship, so that Willow could be one of those who saved the world.
