Did Buffy Suspect the Mayor?

Been watching season 3 and Buffy is surprised when she finds out the Mayor is evil in "Consequences". In "Band Candy" however she sees the Mayor underground where all the babies have been kidnapped, surely she knows he is evil then? The awkward way he acts its obvious he hasn't been kidnapped or forced to be down there.
 
I always thought she caught a glimpse of him but her not seeing him is the only thing that would make sense i suppose.
 
I don't think she actually saw him, with all that was going on she probably saw a shadow or something but couldn't understand he was actually the mayor and that he was evil.
 
Yeah like has been said I dont think she saw him, he pretty much dissapeared as soon as she appeared, as far as Buffy was concerned it was all on Mr Trick & Ethan 🙂
 
Like the posters above me, I don't think Buffy caught enough of a glimpse of the Mayor to put two and two together in "Band Candy". Her attention would be have been diverted elsewhere at that point (with the battle and babies and such 😉), so the Mayor appears to slip out before she has a chance to notice him. And even if she *did* catch a momentary glimpse, she had no reason to suspect him of any wrong-doings at that point. She probably assumed he was a run-of-the-mill vampire who happened to look something like Wilkins.
