Did it seem like The First Evil was intended for Angel?

When The First Evil was introduced in Amends I believe it said it brought Angel back for a reason. When Buffy season 7 comes around theres obviously a different plan, but do you think the writers intended to put that character on hold for Angel & never got around to it so it was introduced in the final season? Also if it was on Angel, do you think it would have made for a good season or at least a follow up arc?
 
It's never really said, but I believe Angel was brought back by "The Powers That Be", not The First. It just made more sense when considering that whole Shanshu prophecy
 
Unless The First is somehow connected to W&H.

But the way they had to end up writing it on both shows was that it wasn't. It was kind of implied that The First's apocalypse & W&H's apocalypse were two different agendas. Thats why Lilah gave Angel the amulet I'm assuming.

Or maybe the whole thing was just one big manipulation from the start. The amulet was rather conveniant, don't you think? They just happen to have an amulet at that particular time, that can stop it, which will bring Spike to them, who we know The First had a plan for, that was never even made an attempt at being executed, possibly because it extended into s5 of ANGEL. Hamilton did seem pretty cheery to see Spike as apart of the team.

I think someone, maybe the golden people working for TPTB from Ats S1 said they had brought Angel back too. Then I think Skip claimed that Jasmine had done it, or made sure it got done.

I have no idea who to trust. I also think it's a possibility that Buffy brought Angel back, through loving him, and placing the ring on the spot he returned. That got to mean something, that he returned right there. Maybe the veil between Hell and this reality was weak, and Buffy's love pulled Angel through. Or her love helped determine the location of where The First, or TPTB or Jasmine brought him back. Or maybe they just thought it'd be poetic to bring him to that exact spot.
