Does the episode Tough Love gets it's title because of the argument between Willow and Tara or Willow fighting Glory to save Tara or both?

I though it more referred to Buffy's attitude towards Dawn; she has to be hard on her otherwise Dawn will be taken away from her for truanting and such.
But basically 'Tough Love' also refers to the fact that loving someone is hard, because you're invested in them, terrified bad things will happen to them and devastated when they do happen, like what happens to Tara. Love is tough.

Maybe it was a reference to multiple human beings thinking that Willow keeping Crazy Tara in her dorm room was a viable long term plan? Great ending, though.
