He wasn't forcing anyone anything. Those were people he didn't really know or had contact with. Each one of the gang was alone, in their own place: the offices, Harmony's desk... Spike didn't have a place, so he was sitting on the staircase, not talking to anyone. He was keeping his pain and thoughts to himself. That's the opposite from drama queen. What did you want him to do? Tell everybody around him to leave the place? He just found a spot and sat there, not because there were people around them, but because he didn't have a place of his own to go to to mourn.
There are plenty of places he could have found to mourn. You don'y think he could have gone back to his apartment? You don't think there were empty offices about? You don't think he could have went to a lesser used stairwell or the always empty storage offices?
No there were plenty of places he could have gone to mourn. Whether he did it contumaciously or not, he chose the place where everyone would notice. He may not have talked to anyone about his feelings, but he was basically forcing everyone to acknowledge the fact that he was currently being upset there.
