In Empty Places, Faith is "arrested" at The Bronze by some cops out for "Justice". She fights them and gets her butt kicked until Kennedy and the other Potentials come out and join the fight.

How is this possible?

Faith is a Slayer. The cops are humans. Faith should curb stomp them all and laugh about it.

What am I missing?

Well, remember the First isn't just a returning guest star who tries to bore you into hanging yourself, it's also the Avatar, the personification, the Ahriman of the collective unconsciousness of all evil in the multiverse. Think about what's happening, the Gates of Hell are open, the Furies are becoming unbalanced, the First is beginning to commune with the evil desires within the hearts of men. Earth is becoming another hell, mankind another demon. So Faith isn't fighting cops, she's fighting a new type of Harbinger that has become powerful and corrupt via their wrath. This is the real danger the First poses, it's not just another Power Rangers villain, it's a sleeper cell of bilions.

As others have said, I think she's holding back. Faith has changed, it shows her restraint, and she realises that causing serious harm on these guys without super strength isn't the answer.
