'The best' is just such a vague thing to determine...
They all had their qualities. As for me I 'like' The Mayor, Glory and The Trio best because they're so original... and each in their own way incredibly funny.
But if you'd have to go with scariest, I'd have to say Caleb, hands down...
I'm curious, which of all the villains would you think were the most difficult to deal with for Buffy and her companions? imho, the answer is pretty clear, but I'm kind of hoping for a surprize...

I do like Caleb because Nathan! But seeing as you can call him a villian of sorts Lindsey (big shock) I also have a soft spot for Adam but thats mostly because of George.
