Personally I claim Fred for setting priorities when Spike asked her for help when he was a ghost. Instead Fred decided to help Nina, a new werwolf. I felt sorry for Spike because he had really fear, even if he tried not t show it! Any other thoughts?

I imagined how I would react if I would be a ghost from one to the other moment. I would freak out and making a disaster out of it. So in fact I was really impressed by Spike. Because he didn't went crazzy. He tried to overplay it with his tricks on Angel. It worked fine didn't it? But when he talked to Fred you could see how scared he really is! How much fear he has from beeing a ghost and the hell where he goes to when he disappears out of Freds dimension. I thought a simply werwolf wouldn't weight more then a helpless person who is caught as ghost and disappears and you don't know how long he will return. At least I was shocked, I think you saw that Spike was too!

An inexperienced werewolf would cause much damage to those he/she cared about though, as well as strangers. Killings, probably. Whereas the only thing Spike could harm was himself--and none of them had met souled Spike before, so Fred didn't have as much concern with him as saving innocents.

Totally right but what has Fred to do there? Nothing, she as the head of the scientists should search a solution for Spikes problem not haunting werewolves. I guess she is physically to weak to haunt werewolves too! We saw it, she failed, Fred would be more usefull for Spike instead of Nina (the werewolf).
