There isn't much reason to leave one disaster area unless you know its safer elsewhere. I think the Harvest opened their eyes to what had been going on all along, and they figured if it could happen in Sunnydale, it could happen anywhere.
 
It's probably what they had know for many many years. They probably became so used to it...that it was their way of life. They weren't going to just up and leave their homes for something they had lived with and became used to. I'm sure the occasional few DID leave...but most of them decided to stay where they had lived most of their lives. It may have had some major drawbacks...but it was still their home.
 
There were some people who stayed even through "Touched", when the town was basically destroyed what with the Turok-Han and all. I guess Sunnydaliens are pretty tenacious.

LMAO! OMG! THAT'S ONE OF THE FUNNIEST THINGS IVE EVER HEARD!! I seriously just laughted at that comment for like 3 minutes. LoL.
 
I tend to agree witht the general consensus of this thread that with the master out and living large that it was more than possibly happening all over the world. Other wise they would have left for thier own good.
