Foi: its very simple. just use spray paint soften the edges and make the opacity around 10. an just change the size to fit the hair an avoid the coulor bleeding. that simple.

buffys brown hair... not my best hair colouring.

I use adobe photoshop 6.0, I get the whole picture to be a colour then I use the "history brush" to bring back the rest of her.

and here is one of sarah with brown hair: (sorry it is a little small)

I've tried and I used the point to point lassoo to slect around her hair, created a new layer, painted inside the selection and then took the layer opacity down.
