I am watching Angel again and I noticed he walks into places and you can see it is daylight outside for example when he throws russel out the window and burns him up how did angel get there without burning? This is only one example I feel like I am expected by the writers to ignore this but I can't

In the last epsiode of Season 4 and the first episode of season 5, it is explained that the Wolfram & Hart building uses "Necro-tempered" glass which evidently filters out all the vampire-lethal rays of the sun.
(Interestingly enough, cars started using glass with heavy ultraviolet blockage around 2005. We finally traded in our 2001 Suzuki Esteem Wagon for a 2009 Subaru Legacy Wagon because my wife is extremely sensitive to sunburn. I keep referring to it as "Necro-tempered" glass even though she has no idea where the term comes from.)

Yeah, it's a bit of plot protection for both Angel and Spike. The two of them seem far more immune to sunlight (and other forms vulnerability vampires regularly have to deal with) than most vampires. I like to head-canon that it's because they're obviously far more powerful than your standard vamp, and that they both come from a powerful line (The Master's). I know there are a few holes there, but I just like it.

Just watch the series of Buffy or Angel, you'll find lots of 'strange things' like that happening. Have a laugh at them then continue watching.

If you notice, there are also several occasions where Angel, Spike, or some other vampire will have a reflection in a mirror, puddle, or glass in the background, or quite plainly casts a shadow, neither of which vampires are supposed to be able to do. Usually, it's just that it either wasn't noticed at the time of editing, or it WAS noticed, but there wasn't time to re-shoot the scene.
