You can use photoshop or gimp and you can make yourself one even following tutorials. Some of them are cool if it's the first time you're using photoshop..or you can just mess around without tutorials. 🙂
I would download gimp for free if I were you. 🙂
Then it's just to find the screencaps and textures online and like Taylor mentioned above, glance through some tutorials.
In the Joyce's gallery section here at the boards we have several tutorials made by very skilled artists.
Pretty much what Taake said! GIMP is a great program, very alike to Photoshop, except free, which is even better! And as she said, in the Joyce's Gallery section there are tutorials. The GIMP one is excellent and helped me out a lot.
Corel's Paint Shop Pro might be worth looking into, it's nowhere near as expensive as Photoshop and works just as well, IMO. There are photoshop snobs who look down on PSP but I think I get pretty good results with it. 😉
Paint.NET is another free option if GIMP doesn't take your fancy (which it didn't for me, when I tried it).
I suggest starting out by checking the posts staked in the top of this forum... There are lots of threads with great resources, tutorials, and more for you to check out. 🙂
