How come another slayer wasn't awakened when Buffy died a second time?

Because she was already recorded as dead. That's the best way I can think of putting it. 🙂 Buffy dies and Kendra is called. The line is passed to Kendra. The fact that Buffy came back from the dead didn't matter and wasn't part of the prophecy, and perhaps had never happened before? 🙂 The calling of a new slayer must happen the instant the old slayer dies, with no time to resverse the decision
 
Because she wasn't THE Slayer when she died in 'The Gift', she was the extra Slayer. She'd already done her duty when she died and passed the power to Kendra.

Faith was the Slayer at the time of 'The Gift' who needed to die to call a new Slayer.

It's after Buffy comes back in S6 that things get really murky.

Not just that but she had savered ties with the Watcher's coucil, and are not the ones who send the new Slayer?

Well, no, as far as my own opinion goes. The weather's council train and guide the slayers, but as far as I know, they have nothing to do with actually passing on the power. The slayer's existed long before the council after all.
 
In order to get a new slayer, Faith would have to die, as she was called after Kendra and is the official 'slayer' based on that fact. Well, until they were all called simultaneously that is....
 
So basically they "could" have done a "Flatliners" and had multiple slayers long before Season 7 came around.

They could have, but you know what traditionalists the council were , they'd try to kill you at 18 but draw the line at bringing you back 🙂

Technically, after Kendra is called, Buffy isn't either THE Slayer or A Slayer, because there can only be one, that's the whole point of the "one girl in all the world" definition, and she no longer is that one. There should have been a totally new name for what she is, but since it's easier to NOT be accurate sometimes, she, and the others, continued to call her the Slayer, even after they knew about Kendra and, later, Faith.

Going to have to agree big time with this one. Buffy was actually dead and not this whole "technical" dead stuff. It's almost like they got one over on the prophecy of the Slayer.
 
It's because Faith is The Slayer. Buffy just still has her Slayer powers, but the Slayer line isn't with her anymore. Seems like the show forgot that though, when Buffy tells the potentials that if she died one of them could be the next Slayer...like no??? If that was true it would have already happened. Check yer facts, writers.

Wasn't that because Buffy was brought 'back to life' as 'The Slayer; at the beginning on S6? That's why the First decided to have a big tiff in S7- now there would be two gals that are 'The Slayer' now, which was against the rules.

I don't remember them ever saying that Buffy was the Slayer again. She was brought back to life in Season 1 and that didn't happen.

No, but Kendra happened after S1 and Buffy was only dead for a minute.
After S5 she was dead- kaput- for months on end. Willow and the others- their magic- ressurrected her and restorted her fully to life as 'The Slayer'- the chosen one, warrior of the people, but this wasn't made clear until S7 when Giles and Anya talked to a Doctor Who monster!

Hmm could be, I'll have to go back and rewatch that episode.
 
Yep the fact that Buffy was brought back as a full Slayer thus creating two lines (with Faith's) which is what allowed the First Evil back in Season 7.

Because by then, Faith was the slayer, not Buffy.
Meaning that Faith would have to die beforehand in order for a new slayer to be called.
