How long does it take?

Who calls them? I doubt a watcher can teleport to wherever the next in line is and then can tell her the 'good' news. It's not like a pop up on Firefox informing you that you've been picked to be the one among a million people to be the one 😀

The power itself is not grand until Buffy makes it grand in Chosen. You have to remember that the power itself is also the councils doing - albiet in the earlier form of the Shadowmen. This is not to say that the Slayers themselves have never been fantastic heroes like Buffy, but that is not what they are in essence. The power is demonic in essence - it's the Slayers that make it special. Most of them never get the chance.

Anyway, I think the watchers can find a Slayer much more easily than they can find a potential. The calling of a Slayer (again, as shown in the Chain) is quite a big deal mystically. If the seers or coven or whatever can find potentials, a Slayer should be easy.
 
This is one of those things that should have been discussed in the show itself. People are ALWAYS asking, so I'm sure they were asking during the run of the show. But there are lots of things that the writers never bothered to flesh out, so...whatever.
