I guess that's no worse that 25 year olds playing 16 year olds on various WB dramas like One Tree Hill and the like.

But I think they should at least have made an effort to make her appear younger...I mean, she was hot - really, REALLY hot - but did not look like 19. Or even 21.

She looked teenage in Buffy and thats kinda where it counted.

Age became less a big deal in Angel as these were adults in the big wide world.

She was supposed to be more mature. In fact, I don't think they mention her age in Angel(I could be wrong).
If you had never watched Buffy and just Angel, you wouldn't have it held against you that you assumed her older. In fact, the point of her character growth was her gaining maturity.
