Question How Slayers are Chosen and Found

I am pretty sure that that the only thing we know about the choosing of the Chosen One is fate chooses one girl, around age 15. It seems odd though, because many of the slayers haven't seemed to be very well suited for the job until like 4 years of slaying or such: Faith was the skanky bad girl, and Buffy was the ditsy cheerleader. I have absolutely no idea how the Watchers figure out who and where the girl is.

Questions:

How do you think potentials are chosen?
How do you think they are found?
Anything else?
 
They find them through seers in the council, I'm guessing. And as for how they're picked, and don't think it's exactly on the type of person they are, as slayers are generally born as potentials, and from that I think it's pretty much the luck of the drawer. As Anya puts it the 'lucky ones' get chosen; the other potentials just have...Well, unfulfilled potential. I'm not exactly sure how at birth it's chosen if the girl is to be a slayer, that's something I've always wondered about; considering it isn't hereditary.
 
Of course, after the Scythe spell in "Chosen," all Potentials now become Slayers when they reach the right age or situation.

The Watcher's Council had some magical way of tracking down Potentials and Slayers, but it could be interfered with (as it was in Buffy's case), which would mean a girl could become a Slayer without the years of training she should have gotten as a Potential. Faith, Kennedy, Kendra and several of the other Potentials had Watchers long before they became Slayers, but others (Amanda, Chao-Ahn, etc.) didn't. Seems like the magic was only partially reliable.

In season 8, they still have the ability to track down new Slayers... maybe something connected with Willow's magic, since she had the ability to identify Potentials in season 7.
 
Even though it's not canon (but the comic book version is) in the movie they mentioned a mark that all potentials have.
