What exactly do you think this quality called 'humanity' is, that the vampire with glasses has it but Angelus doesn't?
Everyone seems to presume that an ensouled Angel would fry under the Judge's touch. So it's easy to say that the soul is the 'humanity' in Angel. It makes sense then that an unensouled Angelus would lack humanity. But then so would every other vampire: the Judge seems to imply that the vampire with glasses must have 'humanity' because 'he reads', but educated or cultured vampires are no rare phenomenon: the Master's Order were constantly reading scripture, Angelus cried at the ballet, Darla loves classical music...
Additionally, if Drusilla and Spike 'reek of humanity', would they have been burnt by the Judge's touch? Drusilla isn't worried much in the shopping mall, standing next to the Judge.
