none of the 2 would make any sense in your case.

while its true I prefer Angel over Buffy. but Buffy S1-3 are still my favorite.

Btvs S1-3>Ats>Btvs S4-7

I said I prefer Angel, because when I compare, I don't count Btvs S1-3, Cordelia & Angel were regulars. Cordelia carried a small deal of the show. Angel however, carried the entire storyline with Buffy. S2 was pretty much about the 2 of them & their relationship.
after S3, Buffy started to go downhill, I love S4 & 5, it was still the same show, it still had its charm, & still one of my favorite. but it started getting bad by S6, & S7 pretty much sucked. S7 was like the first Season of the show "Tales of the Slayers", if it existed, of course.
when Angel ended, it still had potential for many Seasons to come, if JW had been patient & didn't demand an early renewal, the show might be on its 11th Season by now. Angel S5's ratings were very high from what I've heard.

anyway, I disagree with your point, both shows cannot carry themselves without the Action.

My point was that the Scooby interactions, was really what made the show shine.

As much as I love Angel, I can't say that the characters could have carried the show with dialog and no action. Angel (the character) only had great chemistry with Doyle, Wes, Cordy and Spike, and that wasn't really enough, especially since, they weren't even on the show at the same time. Also, pretty much from the time that Groo moved to LA, Cordy became a terrible character, and wasn't good again until You're Welcome.

And then look at Xander for example. He's pretty much useless in a fight to this day. Yet he's still vital to the series because of what he adds to the character dynamic. Angel never has and never will have a character like that. Lorne had his mojo and underworld connections, and even Fred was able to hold her own in a fight by AS4. Both Wes & Cordy were awful in combat situations in Buffy, but by their prime on Angel, they were each able to handle a vamp or two on their own.

I got your point, Btvs had more Drama, more relationships...etc. Angel was dark, the characters almost had no relationship with anyone outside the circle (except Kate...& maybe a few here & there), & was more Action oriented. it never had as much drama as Btvs.
but still, the Drama alone in Btvs isn't enough for the show to hold its own. the fact of the matter is, every relationship in Btvs started directly or indirectly by the fact that Buffy was the slayer (except a few, like Riley), & pretty much every character & relationship development also revolved around Buffy being the slayer, directly or indirectly.
 
I disagree. Lorne, Fred, Cordy and early season Wes were no stronger than Xander. The Scoobies have more power in their ranks - a slayer (or two), one or two powerful witches and a vampire at all times. AtS just had Angel, and later Connor that had superpowers (Gunn was strong but not on the same level as the superpowered characters). Angel had very strong character interaction I think and the action was always just padding and seasoning, just as in BtVS.
 
I think Angel, Gunn, Wesley, Connor, Cordelia, Fred, & Lorne (the forever high note) were more effective in a fight than Buffy, Willow, Tara, Giles, Xander, & Spike.
sure Willow had power, but not without a price. The Scoobies were powerless without Buffy, Team Angel can hold their own just fine.

I prefer Buffy to Angel, to be honest. The character interactions alone on Buffy are enough to hold my interest and make the episode great. Angel, however, needs the action to progress storylines. Buffy seems to have more comedic moments, while Angel is generally more serious.

I think part of the reason the characters on Angel don't have as strong dynamics is because they didn't grow up together as Buffy, Willow, Xander (and Dawn) did. They went through high school together, which is just about as tough to survive as any demon from hell. Team Angel all came together to fight for a cause. Although some were acquaintances from the past, they still weren't really more than that.
 
A big problem with AtS is its character turnover. I mean, that's not by itself a bad thing, but BtVS thrives on its 'family' aspect, and AtS tries to also, but there's just too much change in cast from season to season (or change within the characters themselves). The little upstart, Angel Investigations, engendered a real sense of family, but by S5, Doyle's long gone, Cordy's gone too, Wesley's evolved to the point you can barely recognise him (and anyway his hopes of being 'family' with Angel are well dashed).
 
I thought that AtS did a better job with the family aspect. Although characters came and went, the bonds between the characters were always strong, even when they weren't friendly with each other - Wesley's betrayal in S3 was as hurtful as if it were a family member, the Gunn/Wes arguments over Fred were just like two brothers in love with one woman. However, in the later seasons of BtVS the bonds between the characters that were once like family slowly degraded, to the point that they seemed almost indifferent to one another.
