Decoys And Impersonators **SPOILERS INCLUDED**
First off, referring to this girl as a "decoy" is more than a little misleading. A decoy is a false target or lure used to attract game or prey. Since her function wasn't to lure the demons in, but to frighten them with the possibility of facing the "Big Good" in the guise of Buffy Summers, she would more accurately be referred to as a scarecrow.
Secondly, sending an inexperienced fledgeling Slayer on a solo mission to impersonate the most powerful Slayer in history is not only imprudent, it's downright stupid, not to mention dangerous. By the tradition of the Buffy-nerse, the Slayer is trained and directed, at least for some time, by a watcher who not only imparts knowledge of her duties, but probably also provides the day to day necessities such as food, clothing, and rudimentary medical care, plus keeping the stakes in good working order. We have here a newly called Slayer working in what would have to be considered behind enemy lines with no assistance whatsoever.
Think of the utter chaos that would result if Pseudo-Buffy got herself killed. There would be a mass demonic uprising that would make the war with the First Evil look like a minor skirmish. If Buffy the Great is such a pushover, think how easy these other little girls will be. We'll need Angel's famous second front, plus a third and a fourth as the world is overrun by assorted demons, monsters, and vampires in such hoards that even the newly activated Slayer army will be descimated.
